Helen hosted a local residents’ meeting on the small modular nuclear power project in Salmisaari

Helen’s goal is to build nuclear energy for heat production or combined electricity and heat production in order to phase out combustion-based energy production by 2040. In November 2025, Helen announced that, based on preliminary studies, it had selected the Salmisaari and Vuosaari power plant areas as well as the Norrberget area in Östersundom as potential site alternatives where the company will initiate the environmental impact assessment (EIA) procedure and more detailed studies. On Wednesday, 18 March 2026, Helen organised the first local residents’ meeting on the project in Salmisaari.

The meeting presented the project’s objectives, schedule, plant alternatives and the environmental impact assessment (EIA) procedure. In addition, the City of Helsinki and the Radiation and Nuclear Safety Authority (STUK) described the role of zoning and regulatory oversight in the different phases of the project. A representative of the Ministry of Economic Affairs and Employment was also present to answer questions, which participants were able to direct to experts following the introductory presentations. Participants also had the opportunity to stay and continue discussions with experts after the official part of the event and to submit written views on the project.

The discussion particularly highlighted plant technology safety, urban siting, preparedness for emergency and exceptional situations, environmental impacts, and the project’s significance for Helsinki’s climate targets and security of supply. The project will proceed in several stages over a multi-year process, ensuring compliance with strict safety and regulatory requirements, which are a prerequisite for the implementation of the plant.

The final decision on the placement of the plant within the reviewed site alternatives will be made by the Helsinki City Council, after which Helen may proceed with investment and construction decisions. Helen’s objective is to build an SMR plant with a district heating capacity of 400–500 MW at one of the alternative sites, consisting of one or more reactors.
