
Information on switching to the 15-minute pricing
In Finland and across Europe, the transition to a 15-minute electricity market is scheduled to take place on June 12, 2025. On this page, you can find more information about the 15-minute pricing and its impact on Helen’s electricity contracts.
Change in a nutshell
- According to the current schedule, the 15-minute trading period will be adopted in the electricity market in Finland and across the EU on 12 June 2025. After the change, the spot prices for exchange electricity will be based on fifteen-minute prices instead of the previous one-hour trading period, and the price will follow the official market price of Finland’s price area. You will also be able to monitor your electricity consumption on a 15-minute basis in the future.
- All of Helen’s exchange-based electricity contracts will switch to 15-minute pricing as the electricity market transitions to 15-minute intervals. Below you can find a summary of what the change means for your electricity contract. Your contract will automatically move to 15-minute pricing, and you can continue using electricity as usual.
- The transition to 15-minute metering requires an electricity meter that supports 15-minute data at delivery sites. Some electricity meters already support the 15-minute metering, and rest of the meters will be replaced or updated by the end of 2028 by the local electricity network company. The current 60-minute meters will continue to function normally after the change.
- The change in the 15-minute pricing does not affect the margins and fixed fees of electricity contracts or Valtti Electricity's fixed fee share.
- The change does not require any action from you.
Why are we making the change?
The change is due to EU regulation, which obligates EU Member States to switch to the 15-minute imbalance settlement period.
The aim is to update the electricity market model to be compatible with the current electricity production structure, which includes significantly variable electricity production, such as wind and solar power. The transfer to the 15-minute model will also make it easier to balance electricity production and consumption, which will ensure an efficient electricity market in the future.
We reserve the right to change the schedule if the announced transition period changes due to reasons beyond Helen’s control.

How does the switch to the 15-minute metering affect me?
When the change comes into effect, you do not need to do anything, as we will take care of everything related to the change. When the electricity market transitions to 15-minute intervals, your contract will automatically move to 15-minute pricing, and you can continue using electricity as usual.
However, it is worth considering the following points so that you can get the best benefits from your spot price electricity contract even after switching to the 15-minute metering:
Electricity meter at the delivery site and monitoring of your own electricity consumption
If your delivery site has an electricity meter that supports the 15-minute metering, you will see four separate bars describing 15-minute periods of consumption for an hour in the Consumption history graph in Oma Helen. Your invoicing is also based on 15-minute periods of electricity consumption. The price of electricity is the current price for each quarter of an hour.
If your delivery site does not yet have an electricity meter that supports 15-minute metering, you will see four equal bars describing your consumption for an hour in the Consumption history graph in Oma Helen. The hour’s consumption is divided evenly into 15-minute periods on the graph (possible remainders are added to the last quarter of the hour). Your invoicing is based on electricity consumption within one hour. This means that the price of electricity is the average hourly price calculated from the average of the 15-minute prices. However, you can also monitor your consumption on an hourly basis in Oma Helen.
Your local electricity network company is responsible for replacing and updating the electricity meters at your delivery site.
Monitoring the price of Exchange Electricity
After the change, Exchange Electricity will be priced in 15-minute periods instead of the previous one-hour period. You can see the current prices of Exchange Electricity in Oma Helen, on the Exchange Electricity product page and on the Electricity price now page. The price information for the following day is already available the previous day, and you can plan and optimise your electricity use in advance as before.
Tips for Exchange Electricity users after the change
Even though the price of exchange electricity will fluctuate more frequently in the future, it is worth remembering that it pays to focus on longer periods with low average prices instead of individual fifteen-minute periods. For customers who use automation to optimise their consumption, the 15-minute metering can also allow even greater savings, as there will be 96 price points within a day instead of the previous 24.
When the change comes into effect, you do not need to do anything, as we will take care of everything related to the change. When the electricity market transitions to 15-minute intervals, your contract will automatically move to 15-minute pricing, and you can continue using electricity as usual.
The price of the fixed part of your contract will remain unchanged. The usage impact will also remain unchanged, except that your electricity consumption per fifteen minutes (instead of the previous hourly electricity consumption) is now compared to the monthly average of exchange electricity. This means that you can still influence your usage impact by timing your own electricity consumption to periods when the 15-minute price of exchange electricity is lower than the monthly average.
It is also worth noting the following points in order to continue to get the best benefits from your contract:

If your delivery site does not yet have an electricity meter that supports 15-minute metering, you will see four equal bars describing your consumption for an hour in the Consumption history graph in Oma Helen. The hour’s consumption is divided evenly into 15-minute periods on the graph (possible remainders are added to the last quarter of the hour). The usage impact of your contract is calculated using the electricity consumption for the full hour. In the calculation formula, the price of electricity is the average hourly price calculated from the average of the 15-minute prices.

Your local electricity network company is responsible for replacing and updating the electricity meters at your delivery site.

With regard to the usage impact, it is worth remembering that even when the price of exchange electricity will fluctuate every quarter in the future, it is worth focusing on longer periods of time when the price of exchange electricity is lower than the monthly average instead of individual 15-minute periods. For customers who use automation to optimise their consumption, the 15-minute metering can also allow even greater savings, as there will be 96 price points within a day instead of the previous 24.
The change in the 15-minute pricing will not affect fixed-term electricity contracts or their prices. Your contract will remain completely unchanged, and the change does not require any action from you.

In this case, your one-hour electricity consumption is divided into quarters, i.e. into four sections, on the graph (possible remainders are added to the last quarter of the hour).
Please note that if you have a contract with an usage impact (fixed-term Valtti Electricity), you can find the effects of the 15-minute pricing on your contract in the range above this section.
The change to the 15-minute metering will not affect the electricity contracts that are valid until further notice or their prices. Your contract will remain completely unchanged, and the change does not require any action from you.
However, the 15-minute metering also enables a number of new features for those with an electricity contract that is valid until further notice:

This means that you can view your electricity consumption on a 15-minute basis in the future.
If your delivery site does not yet have an electricity meter that supports 15-minute metering, you will see four equal bars describing your consumption for an hour in the Consumption history graph in Oma Helen. In this case, your one-hour electricity consumption is divided into quarters, i.e. into four sections, on the graph (possible remainders are added to the last quarter of the hour).
Raseborgs Energi's electricity contracts were transferred to Helen on 31 January 2025. In connection with the transition to the 15-minute pricing, Helen will transfer all exchange-based electricity products to the 15-minute pricing, which will also affect Raseborgs Energi’s exchange-based electricity contracts.
The current Raseborgs Energi's exchange-based products will be terminated and the contracts will be transferred to Helen’s corresponding exchange-based products. In your new contract, the margin is cheaper than in your current contract, 0.49 c/kWh, and the fixed fee remains the same at €4.96/month. The price will also decrease for those switching to the Exchange Electricity Enterprise product, and the margin will be 0.39 c/kWh (VAT 0%) and the fixed fee €3.95/month (VAT 0%). Please note that your electricity product will change to Helen's product on June 12, 2025, regardless of any possible changes to the quarter-hour pricing schedule.
The change is based on sections 8.4 and 8.6 of the terms of electricity sales. According to the terms of contract, a contract that is valid until further notice can be terminated with a two-week period of notice. See the changes caused by the 15-minute pricing in the Exchange Electricity section.
If you have any questions related to your contract, customers moving from Raseborgs Energi will be served by a dedicated customer service throughout the spring until 30 May 2025. You can use the service by calling the customer service number 09 617 8080 and selecting option 3 in the service menu. We serve you on weekdays from 10 a.m. to 2 p.m. in Finnish, Swedish and English.
After the change, electricity production and consumption will be measured and priced with an accuracy of 15 minutes. The change in the 15-minute pricing will also affect the sales contracts for solar power, as we will pay the 15-minute price for the Finland pricing area issued by the Nordic power exchange, Nord Pool Spot, for generated electricity instead of the previous hourly price in the future. Your contract remains unchanged in all other respects.
If your delivery site has an hourly meter and a microgeneration contract, consumption and surplus production are automatically netted in Datahub at the 15-minute level. Consumption and production data can then be viewed per quarter instead of per hour.
All exchange-based electricity contracts of companies will be transferred to the 15-minute pricing on 12 June 2025. These contracts include Spot Electricity, Exchange Electricity Enterprise and Fixed-term Valtti Electricity Enterprise. The effects of the change are the same as those of the consumer contracts described above.
The other electricity contracts of the companies remain unchanged.

Monitoring electricity prices
You can see the current prices of exchange electricity as usual in Oma Helen, on the Exchange Electricity product page and on the Electricity price now page. The prices for the next day are published by 15:00 the previous day, allowing you to plan your electricity consumption in advance.
The change in the 15-minute pricing does not affect the margins and fixed fees of electricity contracts or Valtti Electricity's fixed fee share.

Replacing and updating electricity meters
Your local electricity network company is responsible for replacing and updating electricity meters to suit the 15-minute metering. Please contact your electricity network company directly if you need information about your own electricity meter or want to ensure the update schedule for your electricity meter. There is a transition period for updating the meters until the end of 2028. The current hourly electricity meters will continue to operate normally on an hourly basis despite the switch to the 15-minute metering.
